Describing a period of intense violence from 2006 to 2010, Bravo noted the predominance of Mexican Mafia members in the Security Housing Unit (SHU) of Pelican Bay, who often incited race riots through illicit communications. Although a peace treaty among Mexican gangs has since quelled much of this violence, the agreement holds only within state prisons, not on the streets or in federal prisons. Bravo highlighted the proficiency of White prisoners in crafting weapons, stating, “Every assault that a White does, they mean business.” Conversely, African-American gangs like the Crips and Bloods are marked by internal conflicts, often fighting among themselves daily.
