It translates to "those in authority" or "those entrusted with command." The phrase is part of a verse that instructs believers to obey Allah, His Messenger (Prophet Muhammad ﷺ), and those in authority among them. Interpretations of "Ulu'l-Amr" There is a long-standing scholarly debate in Islamic theology about the exact identity of "Ulu'l-Amr" after the Prophet Muhammad's death. The primary interpretations are: Sunni Interpretation: The majority of Sunni scholars interpret "Ulu'l-Amr" to refer to Muslim rulers, leaders, and scholars (Ulama). This view holds that obedience to a just and righteous ruler is necessary for maintaining social order and preventing chaos. However, this obedience is not absolute and is contingent upon the ruler's commands not being in contradiction with the teachings of the Qur'an and Sunnah. Shia Interpretation: Shia theology holds a very specific interpretation. They believe "Ulu'l-Amr" refers exclusively to the Twelve Imams from the Ahl al-Bayt (the family of the Prophet Muhammad ﷺ). According to this view, the Imams are infallible and divinely appointed leaders who inherited the authority to guide the Muslim community after the Prophet. Their obedience is considered an extension of obedience to Allah and His Messenger. General Interpretation: Some scholars, transcending sectarian lines, suggest a broader interpretation. They argue that "Ulu'l-Amr" can include all individuals who hold legitimate authority in a Muslim society, such as political leaders, judicial figures, military commanders, and even knowledgeable scholars who guide the community on religious matters. This interpretation emphasizes the importance of respecting authority to ensure stability and proper functioning of society, provided that authority does not lead to sin.
