HP Computer Won't Power On (Flashing Green Light On Back)

My friends HP Pavilion computer wouldn't power on. She would press the power button, but the computer wouldn't start up. She just got a blinking green led light on the back of the power supply. After vacuuming out the inside of the computer (there was a lot of dust), I and tried a couple suggestions from the HP support site. They didn't work. Then I tried the hair dryer trick, blowing the hair dryer into the back of the power supply. I got a solid green light, and was able to power the computer on. But this turns out to be a temporary fix. After unplugging the machine and taking back to my friends house, I got the flashing green light again. So I used the hair dryer to get in going again. This video also applies to Compaq computers as well. The power supply in this computer is a Bestec ATX-250-12Z REV D7R (HP P/N 5188-2622).
