The Special Intensive Revision (SIR) of the voter list in Bihar is the biggest clean-up of electoral rolls in two decades. In this video, we break down what the SIR is, why it matters, and how the Election Commission of India (ECI) is verifying voter details ahead of the upcoming Bihar elections. We explain the law behind voter lists under the Representation of the People Act, 1950, including who can vote, what “ordinarily resident” means, and how corrections, claims and objections work. We also cover why Aadhaar isn’t accepted as proof of citizenship and the role of Booth Level Officers on the ground. The Supreme Court of India is currently monitoring the process. Petitions by groups like ADR, PUCL and leaders including Manoj Jha, Mahua Moitra, Yogendra Yadav and others argue that the revision risks excluding genuine voters. The Court has so far refused to stay the SIR, but directed the ECI to publish booth-level, searchable lists of the 65 lakh flagged names with reasons for deletion. The hearings before Justices Surya Kant and Joymalya Bagchi are ongoing, with deadlines set for claims/objections until 1 September 2025, and final voter roll publication by 30 September 2025.
