Disagreements have continued to emerge between Henry Musasizi, the State Minister of Finance for General Duties, and Kabale Municipality Authorities over the creation of Kabale city. In 2019, Kabale Municipality was listed among municipalities that will be elevated to city status in 2023. The others include Moroto, Masaka, Soroti, and Wakiso. However, while speaking on Saturday as the guest of honor at the consultative meeting of the Ndorwa East legislator, Wilfred Niwagaba and his electorates at Golf inn hotel- Makanga in Kabale Municipality, Musasizi said that Kabale will not get a city status before the completion of tourism Roads like Rwakaraba –Bunyonyi road, Rubuguri road, Katuna-Muko road, and other projects like Kamukyira health center IV He said that government does not have money to operationalize the city, adding that he was recently in Senegal to finalize on lobbying money to construct the roads which link the district to tourism areas. This however did not go down well with, the Mayor of Kabale Municipality, Emanuel Sentaro Byamugisha, who was on the same function before he called on President Yoweri Museveni to abort plans to come to Kigezi region to canvass for votes, if the Kabale is accorded City status. The Ndorwa East MP, Hon Wilfred Niwagaba, also said that the persistent power shutdown has taken a huge toll on the business community in district but promised to follow up on the matter with the deputy speaker of Parliament, Thomas Tayebwa, together with Minister Musasizi. Meanwhile, Leopold Twesigye, the Central division district councilor in Kabale Municipality, says that the municipality does not qualify to be awarded the city status because of the poor infrastructure and poor living standards.
