North Korea has confirmed for the first time that its troops are operating in Russia, and it is preparing to rewrite its party charter with the possibility of officially naming hostile states. At the same time, Seoul and Washington are ramping up coordination, as South Korea’s national security chief visits Washington for follow-up talks just months into President Trump’s second term. But with key language on North Korea and U.S. strategic assets removed from recent joint statements, questions are rising about shifting strategies and mixed signals. For a closer look into the situation, we are joined by Go Myong-hyun, Senior Research Fellow and Institute for National Security Strategy. Welcome. Also joining us is Evans Revere, Former Acting Assistant Secretary of State and Nonresident Senior Fellow in the Foreign Policy Program at Brookings. Good to see you. 1. (GO) Let’s start here — yesterday, Korea’s National Security Advisor Wi Sung-lac visited Washington for follow-up talks after the recent U.S.-Korea summit. Out of everything in the joint fact sheet, what’s the biggest challenge to carry out? 2. (REVERE) Building on that — this visit may also cover setting up a working-level group to implement the summit agreements. If that happens Mr.Revere, what’s the key to making it work? 3. (GO) And now, for the first time under the new administration, the two sides have begun official follow-up consultations. Could this help avoid policy gaps? And what’s the upside of holding these talks regularly? 4. (REVERE) That brings us to timing — these talks come as the Trump administration’s North Korea policy remains undefined. Some even say it might never be officially documented. Mr.Revere What’s your view on that? 5. (GO) Shifting to defense — at last week’s NCG meeting, South Korea’s lead role in conventional defense was stated for the first time. Is this a sign that alliance modernization is now underway? 6. (GO) In that same statement, language on North Korea and U.S. strategic assets was removed. Could that be a move to leave space for dialogue with the North? 7. (REVERE) Adding to that — the latest U.S. National Security Strategy also left out North Korea and denuclearization. Mr.Revere, do you think it shows a shift in U.S. priorities? How do you read it? 8. (REVERE) Looking ahead — the U.S. National Defense Strategy is coming soon. What should we watch for in that document? 9. (GO) Meanwhile, Kim Jong Un held a ceremony for engineers sent to Russia, confirming they were deployed to clear mines in Kursk. What message is he sending? 10. (REVERE) And finally — North Korea plans to revise its party charter early next year. Some say it may name two “hostile states.” What are your prospects Mr.Revere?
