With higher budget you can reach around 7 to 10 mil dps. Replica Wings of Entropy was already crazy good axe, you would need two ~550pdps rare axes with crit to beat it. Only in case with melee skills that hit with both weapons at once, with axes its only Double Strike and Cleave. But now with new Gladiator and lucky block, this axe is even more stronger with its extra block and spell block. You spend like 11 passives to cap block, while also getting damage from it, endurance and frenzy charge generation. Rest of gear is basic stuff, cheap belt and amulet, rares just life and resists. For defences besides normal stuff, it has lucky block, so just be lucky and you will be tanky lol.
