Exploring Sustainable Financing of Land Registration and Land Governance English

The pursuit of effective and inclusive land governance has consistently been hindered by a critical challenge: ensuring the long-term financial sustainability of land services. While technological innovations and increased community engagement have paved the way for progress, many land administration systems still depend heavily on external funding. This dependency limits their scalability and resilience, preventing the establishment of independently functioning land markets that can serve as engines for economic growth and social stability. In recent years, there has been a growing interest in alternative financing mechanisms that leverage both self-financing and contributory models. These models involve citizens contributing to the initial costs of land registration, followed by the generation of land-based revenues to support ongoing operations. Such approaches promise to align the interests of stakeholders, foster local ownership, and reduce reliance on international donors. However, scaling these initiatives and ensuring their effectiveness across diverse contexts remains a formidable task. This webinar sought to unpack the complexities of sustainable financing for fit-for-purpose land administration systems by addressing the following core issues: How can land institutions transition from externally supported projects to self-sustaining entities? What innovative financial models and strategies can be implemented to achieve this? And, crucially, how can these systems be designed to ensure equitable access to land services while maintaining their financial viability? This webinar aimed to identify practical approaches and tools that had demonstrated success in creating financially sustainable land administration systems. It also explored the challenges and risks associated with implementing these models, including affordability, inclusivity, and governance. Finally, the event fostered a collaborative space for stakeholders to exchange knowledge and co-create solutions tailored to their specific needs. The webinar featured expert insights from organizations that have actively pioneered sustainable financing models. Examples drew on LAND-at-scale and other land programme experiences in different countries, while also building on earlier discussions at the 2024 World Bank Land Conference. By delving into these topics, this webinar contributed to the global conversation on achieving fit-for-purpose land administration systems that are both financially self-sufficient and socially equitable.
