Potpisivanje Kumanovskog sporazuma 9 juna 1999 označilo je zvaničnu kapitulaciju tzv. Vojske Jugoslavije i gubitak Kosova. Njime je označen kraj NATO bombardovanja tadašnje Savezne republike Jugoslavije. Slobodan Miloševic, tadašnji predsjednik SRJ, pristao je povući sve svoje vojne i policijske snage sa Kosova i prepustiti pokrajinu snagama Ujedinjenih nacija. Vijeće sigurnosti UN izglasalo je Rezoluciju 1244, kojom je ozvaničena vlast UN na Kosovu. Uvidevši da su izgubili rat, pripadnici tzv. Vojske Jugoslavije, u saradnji sa srbijanskim policijskim snagama, srbijanskim i crnogorskim paramilitarnim jedinicama, srbijanskim rezervistima, srbijanskim dobrovoljcima i lokalnim srpskim i crnogorskim stanovnicima, krenuli su u masovno uništavanje grada Peći. Opljačkano, zapaljeno i uništeno je oko 90% kuća nesrpskog i necrnogorskog stanovništva. Sve džamije i drugi islamski vjerski objekti u gradu Peći su uništeni i zapaljeni.
