(27 Jul 1995) English/Nat Leaders of many Asian nations are arriving in the capital of Brunei for the annual ASEAN meeting-or the Association of Southeast Asian Nations. Vietnam will be admitted as a full member on Friday, and Burma has been invited as a special guest. When it was founded in 1967, the leaders of Malaysia, Thailand, Indonesia, Singapore and the Philippines viewed ASEAN as an anti-communist bloc for economic and cultural cooperation. ASEAN members are welcoming new guests at this year's 28th ASEAN ministerial meeting. Burma's Foreign Minister Ohn Gyaw arrived in Brunei Thursday - just in time for the opening. Burma is not an ASEAN nation, but it has been invited to attend the summit as a special guest of Brunei. Mr. U refused to speak to reporters but some officials say that Burma has taken the first step towards ASEAN membership by acceding to ASEAN's Treaty of Amity and Cooperation. Indonesian Foreign Minister Ali Alatas said that he hopes this meeting will result in a more unified southeast Asia. SOUNDBITE: "Well, Indonesia has always had this dream of achieving one southeast Asia, and not two southeast Asias at loggerheads with one another. And since the beginning, Indonesia, together with the other ASEAN countries, have always worked diligently to achieve that goal- of one southeast Asia." SUPER CAPTION: Indonesian Foreign Minister Ali Alatas This year's conference is taking place in the tiny oil rich nation of Brunei on the island of Borneo . Brunei joined ASEAN six years ago and currently hosts the ASEAN committee. Brunei is also host to the world's richest man, Sultan Hassanal Bolkiah, who has used billions of dollars made from oil to turn his country into a modern state. His home- the world's largest residential palace- overlooks a water village known as the Venice of the East. Other foreign ministers from Malaysia, Laos, and the Philippines also arrived for the main ministerial meeting on Saturday. SOUNDBITE: "Let's hope that this conference like previous conferences will be very successful. We are very happy that this year we will be formally admitting Vietnam as a member of ASEAN. That all is well for the future of this region, and at the same time we understand Myanmar too intends to accede to the Treaty of Amity and Cooperation." SUPER CAPTION: Malaysian Foreign Minister Abdullah Ahmad Badawi Amidst issues of communism and dictatorships, there are also disputes over land. Both China and the Philippines claim the Spratley Islands as their own. SOUNDBITE: "You see, questions which are related to territorial disputes need time. What we need to establish really is an environment or greater mutual confidence- not only between the Philippines and China but among all the countries and this case one union- participating in the ministerial conference here in Brunei. SUPER CAPTION: Philippines Foreign Minister Domingo Siazon ASEAN members have said that while Vietnam may have internal Communist rule, they admire its adoption of the free enterprise system enough to offer membership.
