Two decades after the 9/11 attacks, the war against jihadist terrorism continues against a more geographically dispersed threat. From Southeast Asia to Europe, North America, the Sahara, Afghanistan, and other locales, there are many more jihadist operatives affiliated with a broader array of groups than there were in September 2001. Why has it proven so difficult to keep this type of transnational violence from proliferating? And what lessons can be learned by taking a critical look at this long struggle? To discuss these questions, The Washington Institute held a virtual Policy Forum on December 17, 2021, with Marc Hecker and Elie Tenenbaum, coauthors of La Guerre de Vingt Ans: Djihadisme et Contre-terrorisme au XXIe Siecle (The Twenty Year War: Jihadism and Counterterrorism in the 21st Century) (Laffont, 2021). Marc Hecker is director of research and communications at the French Institute of International Relations (IFRI) and editor-in-chief of Politique Etrangere. Elie Tenenbaum is a research fellow at IFRI and director of its Security Studies Center.
