This video is a direct response to a recent City of Williston Facebook post regarding enforcement actions taken against John Cecil and the Cottonwood Forest Pumpkin Patch. In the facebook Post, the city says "We have not said we wanted to shut down the Pumpkin Patch." Yet, their attitude shows very little support or accommodation for this long standing business. In this response, we examine a pattern of city behavior that appears to be retaliatory following Mr. Cecil’s refusal to publicly credit the City of Williston for the STAR Fund award associated with the pumpkin patch project. While the funds were awarded, Mr. Cecil chose not to portray The Pumpkin Patch as a city achievement—an exercise of free speech and independence that should never invite punishment. Since that decision, the property has faced escalating scrutiny, zoning changes, excessive permitting demands, and prolonged administrative pressure—despite the pumpkin patch operating prior to annexation and providing significant cultural and economic benefit to the region. This video asks a simple question: Are city resources being used to settle a grudge instead of serve the public interest? We break down: The timeline surrounding the STAR Fund award What credit was requested—and what was refused How city conduct changed afterward Why selective enforcement erodes public trust Why pre-existing property rights still matter after annexation This is not an attack on city government. It is a call for transparency, restraint, and respect for citizens who build something valuable without surrendering control of their narrative.
