On October 14th 2021, Renovate Europe hosted the webinar/ strategic debrief “Mortgage Portfolio Standards, an innovative approach to decarbonise buildings”, during which our CEO Peter Sweatman presented the results of the Climate Strategy (CS) report “Underwriting the Renovation Wave with Mortgage Portfolio Standards for Energy Efficiency”. Funded by the European Climate Foundation, this report is the result of 6 months of research, interviews with key stakeholders, and deep policy analysis. As reference, at present there are €7 trillion of mortgages outstanding in Europe roughly equal to 40% of the value of all European residential real-estate. Recognizing the ambitious targets of the Renovation Wave strategy and how it requires the Energy performance of buildings directive (EBPD) to include a stronger obligation for Energy Performance Certificates and a phased introduction of mandatory minimum energy performance standards (MEPS) for existing buildings, this report proposes the introduction of a new regulatory mechanism "Mortgage Portfolio Standards" (MPS). This strategic debrief detailed the analysis of CS on the encouraging role of MPS assisting Europe to achieve its ambitious objectives, including: • The alignment of retail banks with the EU Renovation Wave targets; • Increase banks’ energy performance of the buildings which back their mortgages, while establishing a science-based trajectory for their average portfolio standard; • Address the energy efficiency needs of 50 million banking customers; • The opportunity for banks to more accurately manage climate transition risk in their portfolios and to lever EU Recovery Grant funds.
