First, you must already have access to the Sevii Islands and you must already have the National PokeDex. Without these items, you will not be able to head to Navel Rock to encounter Lugia and Ho-Oh. He will recognize the MysticTicket and bring you to Navel Rock where you can follow the path that will lead you to the encounter with Lugia and Ho-Oh. Both Lugia and Ho-Oh are Lv.70 so come prepared with plenty of Ultra Balls and healing items. They also both know Recover and Swift while Lugia uses Rain Dance and Hydro Pump and Ho-Oh uses Sunny Day and Fire Blast.
