You can start this quest by speaking to Veronica at the gates of Draynor Manor, (North of Draynor Village). This quest can be completed by characters of any level. There aren't any requirements and all quest items can be attained during the quest, though I would recommend some caution around getting the rubber hose as the level 22 skeleton is aggressive, low level characters will need to be quick in evading it, food would be advantageous.
