In 1993, Congress enacted the Government Performance and Results Act (GPRA). Under this law, starting in 1997, Federal agencies were (and still are) required to have multi-year strategic plans and annual performance plans that meet certain content requirements, and then to publish annual performance reports. After the first strategic plans were developed and published by all the Federal departments, a congressional task force evaluated and graded the plans. Those initial results were very poor, with many plans getting a failing grade . . . and so in 1998 this 22-minute training video featuring "the Father of GPRA" (and former Sunnyvale Mayor) John Mercer was created to provide guidance in improving the strategic plans. Since then two things have happened -- the strategic and annual plans and reports have been much improved, and the law was updated in 2011 to better promote the use of those plans and reports by agency managers (by the GPRA Modernization Act).
