Garter stitch is a simple 1-row repeat. So, if you want to know how to count garter stitch rows, you simply need to remember that every knit stitch creates a loop. So you have to pick one column of stacked knit stitches and count the loops. As garter stitch is often a bit condensed, there's an easier way, though. Garter stitch forms ridges, and each such ridge is formed by two knit stitches - one on the right side and one on the wrong side. So, you can simply count the ridges, and multiply them by two - and there is your number. If one ridge is unfinished, then you simply have to add +1 to that number. And that's how to count garter stitch rows. It's really that simple. Just make sure that you don't accidentally count the cast-on or cast off-edge.
