The story begins in 1974 with the creation of the Federal Election Commission (FEC) which sought to regulate how much money could be donated to political campaigns and how much candidates could spend on their campaigns. This was challenged in Buckley v Valeo as a violation of free speech. Later in 2002, Congress passed the Bipartisan Campaign Reform Act (BCRA) which sought to close the loopholes regarding hard and soft money contributions. These regulations were challenged in 2010 in the required case Citizens United v. FEC in which the Court ruled that limitations on corporate spending was tantamount to censorship of speech.
