The Public Distribution System (PDS) evolved as a system of management of scarcity and for distribution of food grains at affordable prices. The nature and coverage of PDS varied from time to time. Up to 1992, PDS was a general entitlement scheme. Revamped Public Distribution System (RPDS) was launched in June 1992 in 1775 blocks throughout the country. In 1997 the Government of India introduced the TPDS in order to curtail the food subsidy. In 2013, the National Food Security Act, 2013 (NFSA) was notified. NFSA, provides for coverage of up to 75 per cent of the rural population and up to 50 per cent of the urban population of India. Under the TPDS reforms, the Government of India was implemented One Nation One Ration Card (ONORC) plan. TPDS did improve targeting but due to exclusion and inclusion errors, PDS played a very important role during the Covid-19 pandemic.
