Reset Site Permissions for YouTube. eg. if you use Brave Browser - go to "brave://settings/content/all", find youtube .com and Delete site data and permissions by clicking the 'trash can'. Each browser's gonna be different, just look it up on the web for your browser. How did I know there was an issue to begin with? Right-click a YouTube video and click "Stats for Nerds" - "Volume/Normalized", volume should be at 100% as long as all your software volume levels are 100% (ie. you control volume levels with a physical dial, knob... etc.)
