Measuring voltage drop across a fuse can show you if that circuit is loaded or not , for lower amperage consumption that the 400mA from this video the voltage drop will be lower and harder to read with a regular multimeter . if all the fuses are not loaded that means the consumer is cause by a bigger circuit that is protected with the larger fuses or in other cases is something added on the car and connected directly to the battery avoiding the OE car installation.
