The long skill duration ensures she can proc on nearly anything as long as there are enough targets hitting her, and although the damage isn't amazing, there are a lot of targets with defenses too high for any other defender to break. In the past, for 5* defenders it was very unrealistic to defeat the shieldguards, but thanks to Philae it's easy to kill the bottom 5 and do a fair chunk of damage to Patriot as well, letting me cut past stall ops and go for a fairly quick burst.
