So to set the environment variable TZ for the ryslogd service we need to make a copy of the service unit. Putting the copy in the /etc/systemd/system directory. Editing and adding the line in the service block: Environment="TZ=Europe/London" or whatever you time zone is. We can then reload systemd and restart rsyslog.
