Courthouse ADA work drives Belmont County to seek bids again after delays

A project nine years in the making is once again heading out for bid in Belmont County. After the first bid round drew no takers and the second came in over budget -- Commissioner Jerry Echemann is hopeful this next round brings in a contractor willing to take on the work he says the courthouse badly needs. "The steps on the front and on the sides are going to be redone, and all of the brickwork,” Echemann said. “A lot of work out here behind the courthouse. A lot of it will have to do with ADA accessibility." Making the courthouse completely ADA compliant is one of the major drivers of the renovation. "We are largely in compliance except for some of the areas in the back -- sidewalk work, getting into the courthouse annex is a problem,” Echemann said. “That's going to be solved by some kind of a lift that's going to be put in." The project is estimated to cost around $4 million, with $1.6 million coming from ODOT. Commissioners initially believed the funding split would be 95-5, but Echemann says the county will still spend nearly $2 million from its general fund. "It's 95% of only certain things,” Echemann said. “Once you start adding on stuff that we want to do, that's all on us. So, we're probably going to end up paying more for the project than ODOT."
