In a meeting in London in 1952, Sir Stewart Menzies, head of MI6, Britain's foreign intelligence agency - the Secret Intelligence Service, made a startling confession to senior officials of Britain's Treasury and Foreign Office government departments. He had for some years been maintaining a large, secret, unofficial bank account the funds in which were being used to augment MI6's official budget. Where did the money in this slush fund come from? What was it used for? And did its unofficial status - so secret that even MI6's own Finance Director was unaware of its existence - enable Menzies and the SIS to undertake covert operations without the British government's knowledge or approval?
