People-First PPP: A New Financial Architecture for Industrial Parks

Analytical overview of the methodology for deploying eco-industrial parks in Ukraine based on the People-First PPP model. Zoran Jelic, Project Coordinator of ImPPPact, details the implementation of Law №7508, which makes Ukraine the first country in Europe to adopt approved regulations for eco-industrial parks, and substantiates the transition from traditional public procurement to Off-Balance Sheet Financing. The analysis focuses on the financial multiplier effect, whereby €1 of public funds or donor guarantees can mobilize €20 of private investment through the mechanisms of Fair Risk Allocation and demand-risk coverage. Particular emphasis is placed on the integration of digital infrastructure (GIS, blockchain, and AI) as a mandatory condition to ensure transparency, full life-cycle project management, and alignment with the Sustainable Development Goals (SDGs) in the context of post-war recovery.
