He is located in the abyss, the place where you fight the Four Kings. First, you need to obtain the Covenant of Artorias for Sif, which will allow you to fight the Four Kings. If you've already obtained the lordvessel, go to the abyss and fight the Four Kings without speaking Kingseeker Frampt, the serpent in Fireling. If you haven't obtained the lordvessel yet, you can go straight to the abyss and fight the Four Kings. After defeating them, Kaathe should spawn right behind the bonfire.
