This is known as a stunted plant, and is a response to stress the plant has experienced. There is nothing worse than a plant you have been nurturing for potentially a couple months indoors fails. Often times in a very short growing zone like mine (zone3a) you don't have time in your season to start seeds again, as they will not mature enough to produce a harvest.
