Addressing the media, he shared that he had written to the Chief Election Commissioner of India in July, requesting that the revision be shifted from Bihar to Sikkim. Bhutia expressed concern over what he described as the rapid demographic shift occurring in the state due to large-scale migration and alleged infiltration. He claimed that these population changes are being politically exploited and warned that the issue is now urgent and deserves immediate attention. Highlighting national commitments, Bhutia noted that Prime Minister Narendra Modi, during his Independence Day speech from the Red Fort, had mentioned that all border states would undergo SIR.
