Can You Fix a GPU By Cleaning It? (GTX 670)

Hello everyone, Today I wanted to fix a GPU, I was going to clean it and see if that made any difference, sometimes it does, and then use a heat gun on it if I wasn't getting any video. Unfortunately, this GPU didn't power on at all and was completely "huffed". If the fan turned on and I could feel some heat coming off of it I would have attempted to use a heat gun on it. I'll try again in another video but for now this GPU is done for. I'm not sure what to do with it now but I'm only out $10.00 so it wasn't a huge loss!
