Like the last vote in 1995, it's a one-candidate field and the outcome is clear. The only question is whether the man who has ruled Iraq for two decades will beat his last showing of support of 99 point 96 per cent. VOICE-OVER: 0003 Iraqis were busy hanging banners outside polling stations in Baghdad on Monday. 0008 The posters proclaim, "Yes, yes Saddam!" and "Iraq will win, God save our leader!" - slogans repeated on referendum banners across the country. 0016 Iraq's media estimate that more than 11 (m) million Iraqis will vote on Tuesday. 0021 The re-election of Saddam Hussein is clearly a foregone conclusion. 0025 (SOUNDBITE (English) Voxpop, Baghdad resident "We will come here to select our leader, Saddam Hussein, on 15 October and this will be our strong answer to Bush and the Zionists.") 0035 All Iraqis aged 18 and over will be eligible to vote on simple ballot papers with 'yes' or 'no' boxes. 0041 Parties and special events are already being planned across the country to celebrate Saddam's election victory. 0048 Iraq's Minister of Information says the referendum result will provide an answer to those who are calling for Saddam's ouster. 0056 (SOUNDBITE (English) Mohammed Sa'al-Sahaf, Iraqi Minister of Information "The saying of the people tomorrow can be interpreted as a good response to those who are threatening our country.") 0109 At an art college, students prepare tributes to the election victor. 0113 Many Iraqis seem to think the U-S is picking a fight with their country when life is starting to improve. 0119 But in a nation seen as having one of the world's most oppressive regimes, it's hard to know what Iraqis really feel about this election.
