(6 Oct 1999) English/Nat The General Secretary of the Organisation for Security and Cooperation in Europe, (O-S-C-E) has wrapped up his visit to Moscow. Before leaving Russia, Jan Kubis declared he was satisfied with Russian authorities assurances to limit the use of military force in Chechnya. Kubis was in Moscow to meet top Russian officials, including the Foreign Minister Igor Ivanov, and express Europe's concern over escalating fighting in Chechnya and a growing number of refugees from the area. Organisation for Security and Cooperation in Europe, (O-S-C-E) General Secretary wrapped up his visit to Moscow on Wednesday. General Secretary of the Organisation for Security and Cooperation in Europe, (O-S-C-E), Jan Kubis, was in Moscow to meet top Russian officials, including the Foreign Minister Igor Ivanov. At the meeting he expressed Europe's concern over escalating fighting in Chechnya and a growing number of refugees from the area. Speaking to reporters as he left the Russian capital Kubis said he was satisfied with authorities assurances to limit the use of military force in Chechnya. SOUNDBITE: (English) "All kinds of reassurances, it's very clear at least based on statements which I received in all the places I visited including Ministry of Defence, Ministry of Foreign Affairs and the Presidential Administration. There is a very strong determination of our Russian partners not to use excessive force and basically really fight fighters. And to avoid as much as they can, in their military action, any civilian casualties." SUPER CAPTION: Jan Kubis, O-S-C-E General Secretary Although Moscow has said it can deal with the refugee crisis alone, Kubis said that he didn't believe this amounted to a refusal of international aid in principle. SOUNDBITE: (English) "In a situation when you have tens of thousands of refugees, probably assistance from whatever corner is something which should not be refused. I'm not saying that the international community would or should be in a position to force something upon any country but I would say that the signals I received from my partners is that there nobody against a humanitarian assistance. Russia is not actively seeking that assistance but it is not preventing this sort of humanitarian assistance." SUPER CAPTION:Jan Kubis, O-S-C-E General Secretary Russia has called the conflict in Chechnya an internal matter and has so far refused any O-S-C-E participation in the affairs in the region.
