Trade wars and commercial frictions have replaced the past spirit of gradually expanding the scope for global trade freedom. Globalisation, says some, is dying. Frank Lavin makes the case in a new paper that there are many things that can be done to advance trader liberalisation – even in a milieu that is generally hostile to free trade.
