The DSMB (Deployed Surface Marker Buoy) is very easy to spot on the surface if fully inflated. As a PADI Diving Instructor you need to teach the PADI Inflatable Signal Tube (DSMB) skill to your diving students and this skill might be assigned to you during the PADI IDC course and the PADI Instructor Examination (IE). PADI has not included this skill in the PADI Divemaster and IDC skill circuit. So if Divemaster or Dive Instructor IDC candidates follow the PADI Divemaster or IDC Course according to the minimal standards they will not practice this skill and they might not be ready enough for the PADI IE.
