Sources allege that systemic and largely uncontrolled HIB, harassment, intimidation, and bullying are occurring regularly at the District and have for years, without proper assistance. To make the issue more difficult, the lack of school bus drivers has reduced the overall amount of busses on the road, causing alleged overcapacity seating on busses, more hostility, and greater bullying, harassment and intimidation.
