On October 20th and 21st, while countless families across India celebrated Deepavali, hundreds of conservancy workers observed “Black Deepavali” in Chennai, Tamil Nadu. The reason? The recent move by the GCC to privatise two zones in the city, resulting in loss of pay that doesn't even total to minimum wage. Majority of these women are single mothers for whom the denial of these basic wages means they cannot afford festive clothes and fireworks for their children. The workers under Uzhaipor Urimai Iyakkam (UUI)-Left Trade Union Centre (LTUC)-All India Central Council of Trade Unions (AICCTU) have held protests in Chennai against this privatisation over the past few months, one of which is a historic 13-day sit-in strike in front of the Rippon Building. For decades, conservancy workers across Indian cities have been forced into some of the most hazardous forms of labour—cleaning manholes, handling unsegregated waste, and performing sanitation work without protective equipment. This work has historically been caste-bound, with most workers belonging to Dalit communities. This Frontline Perspectives documentary traces how these conditions are entangled with corruption in municipal systems, privatisation of waste management, and the erasure of workers’ rights and dignity. It foregrounds the voices of conservancy workers, along with exploring why the state of conservancy workers across India remains ignored by every authority in power. Context: More than one crore Indians are estimated to be working in conservancy roles nationwide. In cities like Chennai, privatisation of conservancy zones has enabled contractors and political intermediaries to profit by reducing wages, exploiting loopholes in tender scrutiny, and weakening worker unions. Despite the Supreme Court acknowledging effective public models for waste management, they remain largely unimplemented.
