Fire Man is a lot less aggressive with his shots. Instead of firing a shot every time you do or when he goes within a certain distance, he actually pauses between each set. He can fire one or two shots, and the two shots can either be on the ground, or he could fire one while jumping. His super move has him send a fire wave along the ground that you have to jump over, while at the same time possibly avoiding Fire Man.
