Digital Services Act (DSA), a European Union regulation updates the legal framework for online intermediary services, replacing a directive from 2000. It establishes harmonised rules for a safe and trusted online environment, addressing the spread of illegal content and societal risks. The Act categorises services into "mere conduit," "caching," and "hosting" and introduces stricter obligations for "online platforms", especially "very large online platforms", which reach over 45 million active users in the EU. Key provisions include requirements for transparency reports, notice and action mechanisms for illegal content, internal complaint-handling systems, and out-of-court dispute settlement options. Furthermore, it mandates risk assessments and mitigation measures for very large platforms, particularly concerning disinformation, child protection, and deceptive online practices like "dark patterns," with enforcement overseen by national Digital Services Coordinators and the European Commission.
