Summary: After performing netillat yadayim, one must dry their hands completely before eating bread. Eating with wet hands is considered comparable to eating bread that is tameh. This applies even if a person used a full revi’it of water on each hand or immersed their hands in a river or mikveh — the hands should still be dried before eating. Hands may be dried with a towel, in the sun, or even with a hot-air dryer. However, one should not dry hands on clothing, since the Sages warned that doing so could negatively affect memory. Before washing (for preparation), wiping hands on clothing is permitted.
