George H. W. Bush served as the 41st President of the United States from 20 January 1989 to 20 January 1993. His administration managed the final phase of the Cold War, working with Soviet leader Mikhail Gorbachev during the dissolution of the Soviet Union in 1991 and overseeing the formal end of the Cold War framework. In 1990 he signed the Americans with Disabilities Act, which expanded civil rights protections for individuals with disabilities, and approved the Clean Air Act Amendments of 1990. His presidency also addressed a significant savings and loan crisis, leading to the Financial Institutions Reform, Recovery, and Enforcement Act of 1989. In 1990 he agreed to a bipartisan budget deal that included tax increases and spending restraints through the Omnibus Budget Reconciliation Act. In foreign policy, Bush authorised military intervention following Iraq’s invasion of Kuwait in August 1990. A U.S.-led coalition of 35 nations conducted Operation Desert Storm in January–February 1991, resulting in the removal of Iraqi forces from Kuwait under United Nations authorisation. His administration also directed Operation Just Cause in Panama in December 1989 to remove General Manuel Noriega from power. Bush supported German reunification within NATO and negotiated the Strategic Arms Reduction Treaty (START I), signed in July 1991. His presidency concluded amid an economic recession that began in 1990, with unemployment rising during the 1992 election year. David Valdez David Valdez (born June 1, 1949, in Alice, Texas) is an American photographer whose career spans military, governmental, editorial, and corporate roles. He served in the United States Air Force from 1967 to 1971, beginning as a field photographer. After military service, he earned a B.A. from the University of Maryland, College Park, in 1978. His early professional work included positions as a stringer photographer for the United States Information Agency, work with Dunlop Studios, the U.S. Department of Agriculture, and service as Special Assistant to the Assistant Secretary at the Department of Housing and Urban Development. Valdez later became Chief Photographer for Nation’s Business magazine before entering the White House in 1983 as photographer to Vice President George H. W. Bush. In 1988, following Bush’s election to the presidency, Valdez was appointed President’s Photographer and Director of the White House Photo Office. In this capacity, he oversaw official photographic coverage of the presidency from 1989 to 1993, documenting domestic policy activity, foreign travel, and state events. After leaving the White House, he served as General Manager of Photography for Walt Disney Attractions. Valdez’s photographs have been published in Life, Newsweek, Time, U.S. News & World Report, Forbes, and People. In 1997, he published George Herbert Walker Bush: A Photographic Profile, a book presenting selected images from his tenure documenting Bush’s vice-presidential and presidential years. Since May 2002, he has served as Vice President of Business Development for Blue Pixel, a digital consulting firm, extending his professional work into the field of digital imaging and business development.
