Shaky camcorder footage from a moving car driving around the exterior of the Signal Hills Mall in West St. Paul. The driver appears to be heading east on Butler and then turn south on to Livingston, passing the old Signal Bank building (the bank closed in 2001). Then the mall comes into view with Herbergers. We also get a glimpse straight ahead of the existing strip mall. as the driver comes up to the stop sign at Livingston and Orme, we can see the former JC Penney. The driver turns to the east and we can see the Signal Hills Mall sign along Robert Street and the old JT's Hamburgers across the street (where Dunkin' is today). The driver turns back west and drives along the mall toward JC Penney. They follow the curve of the mall and come around by Herbergers, behind Signal Bank.Then the video skips ahead and the driver is going around the other side of the mall where the old Post Office used to be (before it moved to the current location). Originally shot by the late Mike Fischer and shared with the permission of his sister, Helen Ballinger. Fischer shot the video "because things were and are constantly changing and he wanted to be able to look back and remember." Ballinger shared the video because she knew her brother would want people to see and enjoy it.
