Vice President Kalonzo Musyoka has urged those involved in public service recruitment, including the disciplined forces to ensure that it reflects the diversity of the Kenyan nation. Mr. Musyoka said there was no room for practicing tribalism in employment of people who serve all Kenyans. "Kenyans live in peace with one another irrespective of where one comes from," he added. The Vice President made the remarks toady during the pass-out parade of 2241 graduands at the Prison Staff Training College (PSTC), Ruiru in Kiambu County. The VP said over the last three years Kenya Prisons Service has been transformed from a ruthless and lethargic institution with low staff morale to one that now embodies the rule of law and respect for human rights and dignity. Mr. Musyoka noted that the department has embraced more humane approaches in the treatment and rehabilitation of offenders. He said the new constitution has fundamentally changed the way affairs are conducted in correctional services, particularly the new Bill of Rights that places responsibility on Kenyans to recognize and protect human rights and fundamental freedoms for every Kenyan citizen. The Vice President said in tandem with the Bill of Rights, the Directorate of Legal affairs and Human Rights has been established with mandate to oversee respect for human rights, including provision of legal services to inmates who cannot afford to hire legal counsel. Mr. Musyoka said a Legal and Human Rights office has been established at each of the major prisons and additional lawyers have been recruited, some of whom are in this graduating class today to complete the staffing exercise in all prisons. He noted that improvement programs have also targeted the conditions of living for inmates and today each inmate is issued with a mattress, two blankets, two pairs of uniform, a piece of soap and a roll of tissue paper. At the same time, the Vice President added that the health and sanitation conditions of inmates is now better than ever following the setting up of a Directorate of health services . Mr. Musyoka noted that every prison has a health facility to meet the regular health care needs of inmates as plans are being made to elevate the health facility in each of the four main prisons to District Hospital status with better equipment and staff.He noted that recruitment of new officers has been professionalized with provision for Officer Cadets, Regulars and officer with specialized training skills. The Vice president assured that the curriculum and training resources in the college is under continuous review to reflect current knowledge and paradigms in offender care and correction such as respect for human rights, recognition and care of special needs offenders. He assured that promotion of officers has been streamlined to enhance objectivity and predictability in line with the scheme of service for uniformed personnel, saying salary and other remunerations are continually reviewed for improvement. Mr. Musyoka said construction of staff houses is continuing based on a dedicated annual budget allocation of Ksh. 500 million as well as through Private -- Public -- Partnership arrangement.The Vice President said staff discipline has been enhanced to eliminate malpractices such as trafficking of contraband in prisons and violation of the rights of inmates.Mr. Musyoka assured that a Correctional Policy Document is underway to embody the principles, guidelines, and standards for the care of inmates and offender rehabilitation programming in Kenyan Prisons. He said different pieces of legislations namely the Prisons Act, Borstals Act, Probation Act and the Community Service Orders Act are being reviewed to align them with the new paradigm in offender correction as stipulated in the new constitution.
