Ocean Ranger Drilling Rig Disaster

#Disaster #Crash #OceanRanger Ocean Ranger Disaster This floating drilling rig sank in Canadian waters. It was drilling an exploratory well on the Grand Banks of Newfoundland for Mobil Oil of Canada. Built in 1976, it was 121 meters long, 80 meters wide, and 103 meters high. It carried twelve anchors weighing 20 tons. It was floating on two 120-meter-long pontoons, which were located 24 meters below the surface. The rig was approved for unrestricted ocean operations and was designed to withstand extremely harsh sea conditions, including winds up to 190 km/h and waves up to 34 meters high. Before moving to the Grand Banks in November 1980, it operated off the coasts of Alaska and Ireland. Developed and owned by Ocean Drilling and Exploration, it was a large, self-propelled semi-submersible with living quarters. It was capable of operating at depths of 460 meters in ocean water and could drill to a maximum depth of 7.6 kilometers. On November 26, 1981, Ocean Ranger commenced drilling well J-34, the third well in the Hibernia oil field. Two other semi-submersible platforms, the Sedco 706 and the Zapata Ugland, were also drilling nearby. On February 14, 1982, the platforms received reports of an approaching storm associated with a major Atlantic cyclone. The usual method of preparing for inclement weather was to suspend the drill pipe at the subsea wellhead and disconnect the riser from the subsea blowout preventer. Due to surface conditions and the rapid development of the storm, the Ocean Ranger crew was forced to cut the drill pipe after installation, and then disconnected the riser early in the evening. At approximately 7:00 PM local time, the nearby Sedco 706 experienced a large wave, which damaged several items on deck and resulted in the loss of a liferaft. Ocean Ranger then reported experiencing a 20-meter high storm surge, which left an unprotected porthole 8.5 meters above the waterline vulnerable to wave damage. Sometime later, radio communications with Ocean Ranger indicated that valves on the ballast control panel were opening and closing on their own. Radio communications also discussed winds of 190 km/h and waves up to 20 meters high. Throughout the evening, routine radio communications were maintained between Ocean Ranger and the neighboring drilling rigs. Nothing unusual was observed. At 00:52, Ocean Ranger sent a Mayday signal, noting a severe list to port and requesting immediate assistance. This was the first message from Ocean Ranger indicating a serious problem. The backup vessel, Seaforth Highlander, was requested to move closer, as countermeasures against the 10-15 degree list were ineffective. Canadian forces and helicopters were alerted immediately after the rig's Mayday signal. Boltentor and Nordertor, Sedco 706 and Zapata Ugland, respectively, were also dispatched to Ocean Ranger to assist. At 01:30, Ocean Ranger transmitted its final message: "There will be no further radio contact with Ocean Ranger. We are proceeding to rescue stations." Shortly thereafter, in the middle of the night and in the midst of severe winter weather, the crew abandoned the platform. The platform remained afloat for another ninety minutes before sinking. By the following morning, only a few buoys remained. The entire crew of 84 workers had perished. Although the rig was equipped with an Emergency Response Manual detailing evacuation procedures, it is unclear how effectively the platform was evacuated. There is evidence that at least one lifeboat was successfully launched with 36 crew members inside, and witnesses on the Seaforth Highlander reported seeing at least 20 crew members in the water at one time, indicating that at least 56 crew members were successfully evacuated. The US Coast Guard report states that these crew members either decided to enter the water directly or were thrown into the water by a failed rescue equipment deployment. Due to severe weather, the first helicopter did not arrive on the scene until 2:30 AM, by which time most, if not all, of the crew had died of hypothermia and drowned. Over the next week, 22 bodies were recovered from the North Atlantic. Autopsies revealed that the men died of drowning due to hypothermia. In August 1983, the wreckage of the Ocean Ranger platform was refloated and scuttled in deeper waters by the Dutch firm Wijsmuller Salvage. Because the wreckage of the Ocean Ranger was approximately 30 meters below the surface, it posed a hazard to navigation.
