Arkansas State Police PIT MANEUVER on Buick Regal full of armed felons

Report: On Wednesday, July 23, 2025, at approximately 0217 hours, I observed a white Buick Regal displaying AR LPN: LODIFF, traveling westbound on Interstate 30, near mile marker 135. I began observing the vehicle’s driving behavior, when I noticed it crossed the center line. As we approached exit 135, I attempted to conduct a traffic stop. As soon as I activated my emergency lights, the vehicle briefly sped up. I could see multiple occupants moving inside the car, as if trying to conceal something. We continued past the on and off ramps of the 135 exit at a slow speed. At this point I activated my siren, at which time the vehicle momentarily pulled to the shoulder but continued driving. After passing the on ramp, the vehicle sped up and a pursuit ensued. I immediately caught up to the vehicle and got into position to conduct a TVI. The car slammed on its brakes just before contact, but I was able to complete the maneuver, forcing the vehicle to spin in a counterclockwise motion. As the vehicle came to a final rest in the left lane of Interstate 30 Westbound, I observed two black males running north across the interstate. At this point I was forced to position my patrol car behind the suspect vehicle to prevent a collision. I noticed three of the doors were left open, suggesting a possible third occupant. A short time later, with the help of Little Rock PD, Pulaski County SO, and other ASP units, a perimeter was established. A drone was flown over the area, locating two males inside the Little Rock Fire Department training center. Both individuals, later identified as Saintavious Sumler and Herman Hill, were taken into custody without further incident. Hill was found with no shoes on. While waiting for a wrecker, I conducted a search of the suspect vehicle. Located in the backseat was a loaded Micro-Draco, two loaded magazines of 7.62 X 39 ammunition, and one loaded Glock magazine of .40 caliber ammunition. I found a cell phone in the passenger door belonging to Saintavious Sumler, the boyfriend of the registered owner. Outside the vehicle next to the driver’s door was a pair of slides. After a thorough search with the drone, no other suspects were found in the area. When Adams’ wrecker took possession of the car, I transported both Sumler and Hill to the Bryant Heart Hospital where they were medically cleared. At the hospital, both were questioned separately, but neither would admit to driving the vehicle or take ownership of the gun. Sumler stated there was a third occupant inside the vehicle at the time of the pursuit but would not give a name. Both suspects were transported to the Pulaski County Regional Jail and charged with the following: 5-54-125 Fleeing in a Vehicle – Felony C, 5-73-103 Possession of Firearms by Certain Persons – Felony B, 5-54-125(c) Fleeing on Foot, 27-51-104 Careless and Prohibited Driving, 27-16-303 Driving on a Suspended License, 27-51-302 Improper Lane Change/Usage, and 27-22-104 No Liability Insurance. Herman Hill was found to have a felony warrant out of Pulaski County for fleeing, as well as felony warrants out of Fort Worth Texas for aggravated robbery and possessing a firearm. Saintavious Sumler was found to have felony warrants out of Bradley County for aggravated assault and possession of firearms by certain persons. At approximately 0645 hours, ASP communications received a call from LRPD stating a business owner had found a gun just north of the Interstate 30 service road. The firearm was a loaded 9mm Glock 19 pistol with an extended magazine. After the firearm was confiscated, additional charges of possession of firearms by certain persons and tampering with physical evidence were added to both Saintavious Sumler and Herman Hill.
