During the later part of the 18th century, pioneering Ilocanos braved the dangers of exploring the course of the caraballo mountains in quest of an ideal place suitable for settlement and agriculture. In no time, many of them moved northward opening up a wild but promising frontier known as Manlapoc which means “flooded”. This early settlement site is now called Barangay Malapat. Searching for a better site located on a much higher elevation, they moved a little westward to a place called Estela. Later on, they were joined by a group of Naturales – the Ibanags of Southern Isabela. Soon Estela became a thriving hub of social, economic and cultural activities of people of various ethnic origins, such as, the Ibanags and Kalingas of Isabela, the Gaddangs and Isinays of Nueva Vizcaya and the Ifugaos of Mayaoyao. Estela became the center of commerce where traders from the Central Luzon, arriving in caravan-like procession would camp to sell their merchandize. For some reasons, these groups of traders in caravans were wary and distrustful to many of the ethnic groups so they converged first at a place which they called Pinagcocordonan, a place where obviously cordoned off themselves for greater security, before they would go to trade with the ethnic groups in a meeting place called Dafungan. The name Pinagcocordonan was often and commonly mentioned by the traders and businessmen to point out and describe the place Estela. And Cordon somehow became a byword for strangers and traders from other places, then, later on, the name Estela was changed to CORDON and soon became a part and barrio of Santiago. ----- CORDON became an independent municipality on July 1, 1939 by virtue of Commonwealth Act No. 191 and Executive Order No. 181 signed and approved by President Manuel L. Quezon through House Bill No. 804, authored by Hon. Mauro Verzosa.
