Welcome back to the Sacramento Railyards Project. Here is some information from Chapter 6 Circulation & Transportation of the Specific Plan: Ch 6 Transportation and Circulation (Pages 68 to 80 Specific Plan) Table 6-1 Street Section Characteristics, Specific Plan Street Tiep and General Plan Functional Classification: 5th Street between North B Street & Railyards Blvd is a major street and it is classified as arterial 5th Street between Railyards Blvd and Telegrapher Avenue MS A 5th Street between Telegrapher Avenue and the RR Tracks MS A 5th St Overpass MS A 5th St between H Street & Tracks MS A Telegrapher Lane from Bercut Dr to 5th St MS Major Collector Telegrapher Lane from 5th St to 6 St MS Major Collector The unique locations of the Railyards site allow for development of the Plan Area to serve as both a major transportation hub & as a connector, reestablishing continuity in the urban fabric between Downtown, Alkali Flat, & the River District area. The street network in this Plan is designed to accommodate the significant volume of new traffic that new development within the Plan Area will generate. It also offers a major opportunity to improve traffic distribution within the Downtown(Central Business District). In addition to completing the Central City’s circulation system, development of the Railyards site will reinforce the Downtown as a regional transportation hub. J The Railyards area has played an historic transportation role within the city & Region. Development of the Railyards site will play this role once again by establishing a regional transportation interchange point at the Sacramento Valley Stationed (SVS). This opportunity will build upon the success of Amtrak & Capitol Corridor services & encourage the development of a comprehensive intercity & commuter rail network. The Downtown-Natomas-Airport (DNA)light rail extension traverses the site along 7th Street providing a connection to the existing light rial service. J the DNA line will include a light rail stop north of the intersection of 7th Street & Rail.yards Blvd within easy walking distance from proposed residential neighborhoods & MLS stadium. A. Roadway Network The Specific Plan (Plan) provides a comprehensive, context sensitive local street network within the Railyards site that will connect to the Central City street network. Streets are organized in a hierarchy consisting of boulevards, major streets, main street, and minor streets, each with specific objectives for use & physical design characteristics & standards to satisfy those objectives. Important new roadways in the Plan Area include the recently built Railyards Boulevard, which runs east-west through the center of the site, as well as 5th & 7th Streets that will extend north-south across the Plan Area to connect with existing streets in the River District area. J Other important new streets include 6th Street, Summit Tunnel Street, and Telegrapher Lane. Roadways that will be extended, expanded or modified to provide direct access into the Railyards site include: Bercut Drive, jibboom Street, F Street, G Street, as well as North B Street, 8th Street, & North 10th Street. In addition to providing improved circulation within the site & to adjacent neighborhoods, the local roadway network will also serve to connect the Railyards site to one of the region’s most important pieces of transportation infrastructure: Interstate 5. Interstate 5 (I-5) which runs north-south through the western end of the Plan Area & plans an important role I organizing the Railyards Project (site). It separates the more urban & mixed -use districts east of the I-5, including the West End & the Central Shops, from the more open space-oriented Riverfront District. 5th Street & 7th Street will provide main access to the site from the Richards Boulevard & I Street interchanges to *-5. Jibboom Street & Bercut Drive will also provide alternative riverfront access from the Richards Blvd interchange, connecting directly to the west end of the Railyards Blvd. Various agencies are collaborating on planning & designing a new bridge across the Sacramento River at I Street. The new span will include provisions for bike lanes & sidewalks to provide more connections between planned new investments on both sides of the River. In addition, a one-way in vehicle extension of Richards Blvd & two-way cycle track will connect Richards Blvd directly with 12th Street. Though not identified in the circulation plan, local accedes provided through alleys shall be developed on larger-blocks, similar to or greater than the traditional Central City block of approximately 2.5 acres. A discussion of the types, function & design of alleys are further addressed in the Railyards Design Guidelines.
