Upscale Offline Video Using AI RTX Video Super Resolution and RTX HDR

I haven't seen anyone post a tutorial on how to re-encode offline video and while enhancing it with RTX HDR. Most tutorials show how to use this software in Chrome or Edge when streaming video. The RTX Video SDK allows for AI upscaling and/or AI conversion to HDR. This is not the buzzword use of AI.
