While the ruling and opposition parties are trying to win, the CAG report has heated up the atmosphere. The Comptroller and Auditor General (CAG) said in its report that the government has not been able to give an account of about Rs 71 thousand crore in Bihar. The government has not submitted any certificate of where this money was used. CAG has clearly said that without a certificate it can be assumed that this money has been embezzled. CAG has also strongly criticized the Bihar government in its report. When this CAG report was presented in the state assembly, the opposition also raised questions fiercely. It has been said in this report that despite the condition of submitting the utility certificate within the stipulated time limit, the Accountant General (Accounts and Entitlements), Bihar did not receive 49,649 outstanding utility certificates worth Rs 70,877.61 crore till March 31, 2024. CAG has said that in the absence of utilization certificates there is no guarantee that the disbursed funds have been used for the intended purpose. बिहार में विधानसभा चुनाव की तैयारियां जोरों पर हैं. पक्ष-विपक्ष जहां जीत की कोशिश में जुट गए हैं, वहीं कैग की रिपोर्ट ने माहौल को गर्म कर दिया है. नियंत्रक एवं महालेखा परीक्षक (कैग) ने अपनी रिपोर्ट में बताया कि बिहार में करीब 71 हजार करोड़ रुपये का लेखाजोखा सरकार नहीं दे सकी है. इन पैसों को कहां इस्‍तेमाल किया गया, इसका सरकार ने कोई प्रमाण पत्र नहीं जमा कराया है. कैग ने साफ कहा है कि बिना सर्टिफिकेट के यह माना जा सकता है कि इन पैसों को गबन कर लिया गया हो. कैग ने अपनी रिपोर्ट में बिहार सरकार की जमकर खिंचाई भी की है. राज्‍य विधानसभा में जब कैग की यह रिपोर्ट पेश की गई तो विपक्ष ने भी जमकर सवाल उठाए. इस रिपोर्ट में कहा गया है कि निर्धारित समय सीमा के भीतर उपयोगिता प्रमाणपत्र जमा करने की शर्त के बावजूद 31 मार्च, 2024 तक महालेखाकार (लेखा एवं हकदारी), बिहार को 70,877.61 करोड़ रुपये के 49,649 बकाया उपयोगिता प्रमाणपत्र नहीं मिले. कैग ने कहा है कि उपयोगिता प्रमाणपत्रों के अभाव में इस बात की कोई गारंटी नहीं है कि वितरित धनराशि का उपयोग इच्छित उद्देश्य के लिए किया गया है.
