Mei notified the Hokage that her community would not be joining after considering the words of her advisers. The shinobi Gaara (Gaara, Gaara) is from Sunagakure. The Suna villagers feared him as a monster because he was made the jinchiki of the One-Tailed Shukaku before he was born.
