Toll roads are quite a new thing in Russia. It's interesting that "toll roads" existed in Russian Empire where you had to pay some money to use the road, but in USSR "toll roads" didn't exist. Only after collapse of the USSR they slowly started to appear since Russia became capitalist. Now we have one "toll road" in St. Petersburg and also finally built St.Petersburg - Moscow highway where you should also pay! (but there is a free, but slow road as alternative). By the Russian law the "toll road" can be built only if there is an alternative free road. If there is no alternative the road should be free to use.
